Right to buy prc properties

HI.. I am new to this site!!!
I put into buy my council house in 2007 under the 'Right to Buy' scheme. At that time I was given two discounts.
One... for being a council tenant (you get a percentage of how long you have been a tenant) and
Two...for having a defective house (Airey) (which is of none traditional construction).
I have recently put into buy again but have only been given one discount for being a tenant!!!!
The thing is if anyone can buy there council house and you live in a bricked house you would still get the same discounts where as I have to get mine bricked up at a cost of £45,000???
Can anyone please shed some light on this please????

I have a hunch the OP is talking about a different PRC than the Peoples Republic of China somehow0
