Very profound, but how about private parking companies taking responsibility for their often illegal actions? They try and blame legitimate people using car parking spaces whilst shopping, and then issue penalties that does not reflect any kind of loss.
By the way which one do you work for ?Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

The World would indeed be a much better place if third party 'parasite' private parking scammers stopped trying to extort money by blaming people parking in Supermarket car parks for taking 10 minutes too long at the busy till...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

These, and several other made-up infingements do not even result in a ticket on the car, but it goes straight to a letter to the RK. So how are you even supposed to know you are going to get a ticket before it goes to your lease/hire company, who foolishly pay it?
I could go on, but, frankly, you're not worth the effort for such a troll attempt.

Its not a penalty though, its just CP PLus who is a private parking company, and who have no legal right to issue a penalty.
I would say the fight is between Lex and the OP myself, as they are the ones going against their trade body's recommendations. If it was me I would demand the payment back including the admin fee in a LBA and issue proceedings against them, as the Lex contract wouldn't include speculative invoices.
...but do it a bit more subtly.
If the OP goes to the BVRLA.co.uk website and searches ( Private parking ) and downloads Parking Letter 2 doc and the Private Parking Code of Practice 0509 pdf. Page 9 of this is the Summary of BVRLA Members Legal Right to Transfer Liability.
These documents clearly show that Lex have gone against the advice of their own trade association and I would suggest you take physical copies and go through them with your HR colleagues and also back this up with e-mailed copies of the documents. Take the CP Plus charge letter and ask if they can see the words fine and fixed penalty notice.
If anyone uses the word fine. always and immediately correct them and say/state that it is not a fine, it is an unenforceable invoice issued by a private company for an alleged breach of contract to which neither the leasing company or the company ( OP's employer) were party.
Once they have taken this on board, suggest to HR that they send the documents to a Manager at Lex for re-consideration and a written response. If you can, offer to help HR draft the letter
If you get or have already received a request to authorise a deduction in your salary, do not sign it. If you are about to see the deduction in this months salary ask HR to check that your employment terms allow for a deduction of this nature without your authorisation.
The big problem is that the person at Lex and your HR think they are doing exactly the right thing, Lex think they are protecting your company from the risk of prosecution and your company think Lex are protecting them. Their consideration for your position and financial loss is ZERO.
The other problem, that you have already found out, is that most people know nothing about PPC's and their methods and that includes plenty of people who work for car leasing companies
Do they realise that out of 1.8m PPC tickets issued last year the estimate is that about 60% were paid, 40% were ignored and just 24 cases ended up in court ?
Your own vehicle terms and conditions do not state that you have to pay for unenforceable invoices etc etc so suggest that your company might also want to be absolutely certain that their own legal position is correct.
The aim of this is to get Lex to concede to your company, not necessarily to you directly, that they have made a mistake and will have to swallow the charge they have paid to CP Plus and your company will quietly drop the deduction from salary, without having to admit they made a mistake.
This strategy worked when some of my colleagues received requests for authorisations of salary deductions for PPC invoices.
However, if they take the deduction this month end, make it quite clear to HR that you will require, in writing, confirmation from Lex why they went against their trade associations' advice as per Letter 2 and what grounds they had to ignore the Legal right to transfer liability or a full refund from Lex within 14 days, of the charge and the admin fee.
To back that up, if required, you have Bazster's advice in Post 6 the fact that you car agreement does not specify unenforeable invoices etc and the option to send Lex a more formal LBA.
I suggest you keep these points up your sleeve to avoid unnecessary battles with your employers and colleagues and show that you have been fair and reasonable throughout.
