Not to freak you out but the skin could be all that remains of the dead bodies the last tenant who was a serial killer let behind.
Maybe the reason the hot tub doesn't work as because he had it on for long periods of time to keep the water warm so that the biological washing powder would be active and consume the bodies.

Whilst I agree it is down to the tenant to check the property thoroughly before signing on the dotted line, it is hardly appropriate during a viewing to tell the agent/LL to leave the room, whilst you have a quick dip in the Whirlpool bath to check it is working!
OP, you have 2 choices here - you either write to the LL and detailsthe issues you have, and hope that they attend to the repairs. Or you do a little bit yourself and get on with your life.
TBH, the bath works, albeit the motor/pump on the whirlpool doesn't. I am sure you must be able to fill the bath up to a level above the vents and leave it to soak with some detergents in it to try to shift the debris. Even if it is not circulating the water, as you cannot use the pump anyway, if you can shift the crud in the pipes, it should make the bath useable as a bath.
The dirty patch under/behind the fridge may not be your dirt, but do you really want your landlord or one of their handymen to come just to clean a patch of floor about 3 foot square? If it bothers you that much, then make a fuss, but I'd get on my hands and knees with a little warm water and a scrubbing brush and get the job done.
In fact you have been on here carping on about it for several days now, plenty of time to have attempted both these jobs, and probably sorted them yourself.
Yes, perhaps the LL should be a little more proactive here, but the bath is a useable bath, and the fridge repair is not covered under your tenancy, and you happened to reveal some dirt on the floor when you removed the old one, so clean it!0
