Won't let me leave negative feedback

I didn't receive payment for something I was selling and opened a case, now closed. I wanted to leave negative feedback (as a few others had for this buyer) but it said I couldn't because no payment transaction took place.
Very frustrating as I wanted to warn other sellers.

Sellers can not leave negative feedback.
Well, you can call it positive, but write negative comments0 -
More experienced sellers on MSE regularly advise not to, because the buyer can report you for leaving false positives, which can be recorded as a breach of policy and prevent you selling.
Also, importantly, it has been said that it can invalidate the non-payment strike, so I'd just avoid leaving any feedback to be on the safe side.
You've reported the buyer, if they do it again in the next 12 months, they'll find most sellers will automatically block them, so they'll frozen out of eBay
... that's a more rewarding thought than leaving feedback, isn't it?

Really? You can block on the basis of 2 NPBs in a year? I thought it was more..
Just checked, 2 within a month is the best you can do.*Look for advice, not 'advise'*

Mines set at 2 in a year - its doesn't half wind buyers up - and they send you sob stories about why they didn't pay, begging you to lift the block

2 in a year is better than 2 in a month.
Go to seller preferences > buyer requirements .> block buyers
Mine currently show:

It seems a bit strange that you can still opt to block buyers with a feedback score of -1 when sellers can no longer leave negative feedback.
Personally I think you should have the option to block buyers with 0 feedback, having myself just had a particularly unstraightforward one, but I doubt ebay would ever agree to this.
I suppose everyone does have to start somewhere.0 -

I recently an aggressive 'How dare you!' ... 'I've been on eBay longer than you' ... 'My feedback's bigger than your feedback' ... 'I always pay for my items' ...
... Really? eBay seem to have recorded otherwise!
