Blue Badge - Reduced Tax???

Hope I have put this in the right place, if not feel free to move it.
Okay firstly a bit about myself, I am a full time stay at home mum. My son whos 7 has Autism and I get Carers Allowance for him as I am unable to return to work (I did try beforehand, didnt work out
).
A friend whos 65 this year and retired recently has been to the doctors and it was confirmed she has bad arthritis and has been struggling getting about for quite a while. If she needs to go shopping, doctors or other places I am usually the one that takes her and helps her out.
This is something she told me and I wanted to know if it correct because I will feel embarrased for her if she has got her facts wrong.
She told me she can get a blue badge and use it as a passenger (I think I know that one is correct).
Apparently I can get reduced tax on MY car as I am the one driving her about....can anyone tell me if that is correct?????
Shes eager because times are tough and she knows that our child tax credits got stopped and money is a bit tight but I dont want her running into something in case she has her facts wrong as she seems convinced we can have our tax reduced.

I believe you can only get car tax exemption if you get the Higher Rate Mobility component of DLA (or certain other benefits) Just having a BB doesn't qualify as far as I understand.

Thats as I understand it too, the BB only qualifies the holder to certain parking privileges, not to anything else. For car tax exemption, you need the higher mobility rate of DLA.0

and the tax exempt vehicle can only be used for the benefit of the disabled person (blue badge holder)...Higher rate Mobility or a War Pensioners Mobility Supplement.
My partner gets HRM but we pay the full car tax because, otherwise, I cannot drive the vehicle for my own benefit / purposes. (Another reason we don't want to go for a Motability vehicle, either!)0 -

I cant see a new rule like that sticking though, because it would mean disabled people being left waiting around for unnecessary periods of time while the driver goes to move the car twice for each trip and what if the badge belongs to a child or a vulnerable adult who isnt able to be left on their own?0 -
I think this is to stop the driver dropping a passenger at a supermarket for example and then staying in the car while the passenger does the shopping.
I see it all the time, a car in a disabled bay and the driver sat reading a paper, or as I saw yesterday, having a sleep. Eventually his wife came out with a trolley of shopping and woke him up.

I understood the rule change to be the other way - if the BB holder isn't going to get out of the car, a disabled space shouldn't be used.0 -
I have a BB, My husband drops me nearer a door/entrance then parks in a disabled space, i still need to walk back to the car so therefore the use of that space is justified.0
