I would pay now, if they don't refund then open an INR. You can also file a non-performing seller report. Then leave negative after that.
Thanks for the useful advice. Have paid via Paypal and then sent her a message saying I saw her message afterwards and to issue my refund. Where on the site do I file the non-performing seller report? Is there then a certain time I need to wait before leaving negative?0 -

Of course, the downside would be the seller will get their fees back which, actually, it would be nicer if they didn't for jerking you around.
If not, I would be sneaky and just pretend you didn't receive their email, pay via paypal then email to ask when you can pick it up. If she doens't refund you, you can open an INR, and in any event you've got the satisfaction of causing her a lot of hassle which might just make her think twice before faffing anyone else about in future.
A mutual allows both parties to leave feedback , a full NPB means buyer cannot leave any feedback and if feedback has already been left then it will be removed. Yes they have.
