cannot get a bank account

I suggest you get some ID and go down your local high street, and keep applying for a 'basic' bank account in all bank and building society branches, as said previously they all should let you have one unless you have a history of fraud.
Try Santander, they get a lot of stick but my OH got a basic bank account from them when she was in a financial mess.0 -
neither bank has given me a proper excuse, they have both said that they are unable to give me an account. i have suitable i.d as i have my full driving licence and bills in my name at my address i went into barclays and co-op and also tried on the phone at the co-op, to my face they have both said i have been successful but then a week later i get a letter sayin thank you but no, i just want a bank account that my wages can go into.0

There is a "presumption of acceptance" for basic bank accounts except in the circumstances stated in the Money Advice Service table here... https://www.moneyadviceservice.org.uk/en/articles/basic-bank-accounts to which some banks add voluntary arrangements.
Only you will know whether any of these circumstances likely apply but you might not know if you have a genuine (or "rogue") CIFAS entry. If you ask you should be informed which organisation's data the bank "searched" in making its decision. It is then open to you to make £10 Subject Access Requests of the organisations. Credit Reference Agency statutory reports cost £2.
Note that a "poor credit history", including defaults, is not grounds for being declined. If you remain uncertain discuss the situation with the Money Advice Service.0 -
Try the Natwest basic current account. Go there in person with your ID. Are you on the electoral register etc.. and do you have proof of address issued within the last 3 months, if so these should hopefully help...0

Try the Yorkshire Building Society Cash Transactor account, you will definately get that:)For everthing else there's mastercard.

i have just recieved my credit report from experian today, the only things on it are the outstanding bank balance from natwest (£399) and the mobile phone bill which is all paid off, the only other thing on it is loads of insurance quotes from when i got my car which i always paid off on time everytime.0

Given that two entirely separate banks came to the same decision it is very likely there is a common reason.
First of all are you *certain* the applications processed were for the organisations "Basic bank account" and not their basic or standard current account? The *exact* form of application is important as is the *exact* form of wording in the rejection. Don't think you have responded to my questions on that. Neither should you discount the possibility of a CIFAS entry (either genuine or "rogue").
For the avoidance of doubt ID is not *essential* at the application stage. Any required ID will be requested before account confirmation.0 -

So why dont you do as i suggested and get an account with yorkshire building society called the cash transactor, not credit scored
