How difficult can it be really to run a promotion?

The Effaclar ts & cs state the tubes have to be returned, but the claim form states the outer packaging and specifically not the tubes should be returned.
So which is it?!

The ts & cs state:
If you are not satisfied with the results of Effaclar 3 Step within 4 weeks of purchase, L'Or!al will refund you the actual price paid in accordance with these terms and conditions.
But the claim form states 'if you have been following our 3 Step system for 4 weeks and seen no improvement'.
Whereas the box states to register online 1 week before refund request.
So when should I make my refund request?!
And I can't see where to register online either.

Anyone had a reply back from Maybelline after submitting their refund request yet? It says someone will contact you but unsure how long that's meant to take...
