    But doesn't that first link seem to say that in the majority of cases the vat will be charged by the seller and not levied at the time of importation?

    See here:
    Most companies based in the Channel Islands benefit from an HMRC trade facilitation measure, the 'Import VAT Accounting Scheme' which allows automatic collection of UK import VAT at source. Packages are not delayed at international postal sorting offices as an assessment is made of the VAT due and the end consumer avoids an £8 surcharge to cover Royal Mail's administrative costs.

    So it still appears unlikely that a £1.50 vat charge plus an £8 admin fee would be charged.

    Call me pedantic if its easier than admitting that you were wrong but it is a fact that there is no £15 limit for imports from the Channel Islands so it is possible for a buyer to end up with a £1.50 VAT + clearance fee if the seller in question is not signed up to the trade facilitation agreement.
    There are ebay and Amazon sellers who are selling as private individuals and not as part of a business and they will not have any option to prepay VAT.

    The threshold for VAT is £15 therefore the minimum VAT payable would be £3. Therefore your example of having to pay £1.50 VAT +£8 clearance is wrong.

    So it can't happen then?

  • Speaking from experience, I can say with 100% certainty that low value items from Guernsey can and do incur VAT as well as a RM handling fee of £8.

    Earlier this year I wanted a couple of mobile phone cases and the only seller who had what I wanted was in Guernsey, The cases were £9 each inclusive of P&P and they were posted individually. (I asked the seller why this was and he told me that the cases were already packed in jiffybags ready for posting.)
    One was delivered with nothing to pay but the second one was chosen for duty and I had to pay £9.80 to get the case. (£1.80 VAT and £8 for Royal mail.

    I knew about the possibility of this before ordering so it wasn't a surprise and I'm just glad that both packages were not picked out.

    As I reluctantly prepare to pay FEDEX £12 for paying a nominal amount of tax on my behalf, it struck me how little choice I had but to pay them, even though I would have potentially gone with a different carrier.

    I would like to see these mail handling charges (typically £12 but vary from £1.50 to hundreds as % of item value) regulated.

    We (recipients) have no freedom of choice, and the lack of competition has resulted in what can only be described as cartel pricing which both senders and recipients have very little knowledge or control over (indeed may not even be aware until they have been charged the first time!)


    ..and now, off I go to pay! :mad:
