Advice re no data plate or certificate from HETAS installer

Hello
Hope this is the right place to ask for some advice...
We had a Mendip wood burner installed at the end of May and have still not had either the data plate or Hetas certificate from the authorised Hetas Installer.
I've just checked with Hetas and he is an approved Hetas installer (which i knew as I had checked this at the start) but they have no record of our installation.
I had previously tried emailing him to no joy and his phone is permanently voicemail full. My husband has been to the place in person but it is never open although it does look like someone collects the mail.
I am in the process of sending a registered letter demanding the paperwork but don't hold much hope here. (Hetas have suggested I demand the paperwork immediately and if he does not comply then they have a complaints procedure.)
Any advice?
Should I contact building control for their advice on this?
Can I explain the situation to another more reputable Hetas engineer and see if he can check the work over in order that it can be signed off?
I assume that I cannot use the burner until the data plate and certificate are in hand?

Got to love Hetas
Go via them and their procedure
Or call in Building control from the council - let them sign it off as you wont be able to find another engineer signing off another mans work0
