NS&I index linked penalties

Just got through a renewal notice and from 20 Sep there will be a 90 day interest penalty and no index linking for that year if you cash in before the term.
Looks like they are trying to persuade people to drop them.
Is this applicable to earlier certificates - it's the first time I've noticed it.
Still think it's a good deal and fortunately I spread over a lot of certificates so I can choose if I need to cash any in.
