Cancelling BT Contract - Poor broadband service!

Hi,
I have been in a "contract" with BT for just a little over a year and have had terrible service from day 1! Constant slow broadband speeds and broadband cut offs for 2 days.
I am always on the phone to BT (at least once per week) reporting this and after speaking to them for between 40 and 60 mins on each occasion I am always back to square one.
I am constantly going through the same line checks, same line resets etc and still no solution. I tried to contact BT today to cancel my service as I am only receiving between 0.5 and 2 mbps when I was promised between 3-7 when I signed up.
In my eyes this is a breach of contract and should be entitled to leave without a big £80 fine being slapped on my bill!
I have online accounting lectures to attend twice a week and live a 72 mile round trip to the nearest internet cafe what the heck do I do?:(
If someone has any pointers or help I be very grateful! I am going out of my mind with BT!
