TalkTalk Mobile deal - Sept 2012 - EU SMS costs

Hi,
TalkTalk has offered its customers a £5 mo. deal for a Samsung Galaxy Y and "Small" bundle of 100 mins, 250 texts and 100/200 mb data. 2 year contract
I was thinking of going for it and I asked them if the inclusive texts include the EU - no they said.
I then asked how much is a text to / from the EU - they replied 6p from EU to UK, 20p from the UK to EU.
I thought texts were restricted to 10p within the EU.
Can anyone shed any light on this please ?

AFAIK €0.09+VAT is the limit for roaming texts. Sending a text from UK to EU is not roaming.
This is what happens when anti-market mechanisms are used to regulate prices - something that Brussels bureaucrats are very keen on.0
