The fact they had no money in paypal is their problem not yours.

I paid the £14.50 as a payment and then about three or four days later paid the £3 as I seen another item I liked.

Not much to go on there, very unhelpful from paypal. It sounds like they are saying that you are not eligible for buyer protection, but it would be useful if they actually said that and why.

No choice but to phone them as above.
