Paypal Not Refunding...

Hiya Everyone,

I bought some goods from a selling page on Facebook. The page had been up and running for ages and she had thousands of friends, and loads of happy customers so seemed safe. She said the order would take up to three weeks and I was happy with this. I made two payments, one for £14.50 and another for £3.00.

Just as my three weeks was up I noticed she had some negative comments on her page so I asked where my items were. The page was then closed down, and from last week had been disappearing and reappearing again. I opened a case with Paypal for the £14.50. The £3 was sent as a gift so I was unable to do anything about this one.

As she didn't response I escalated it and tomorrow was her deadline to respond to it. She sent me a message last Friday saying she was unable to make my order and would refund through bank transfer on Saturday as she was unable to access her Paypal (I assume other people also opened cases and her Paypal was in trouble due to this). Then on Saturday she said as I had opened a claim she would just let it run, I replied saying she still owed me £3, but no answer and her page has been closed since then.

I logged into Paypal today and found she has entered a tracking number, which I entered into Royal Mail and it says they can not find any tracking information for this number.

My question is, as she has entered this number does this mean I will not get a refund, or does it have to show as delivered. Also how long do Paypal wait on tracking information showing before they close the case.

    No - the tracking number has to actually show delivery, she has been hoisted by her own petard. You will get your money when Paypal find in your favour. I'm not entirely sure how long PP wait, it might be a week or two.

    Don't wait for Paypal,respond or call stating seller has entered invalid tracking number paypal will refund almost immediately

    Caroline, I'd give paypal a phone call and tell them over the phone that the tracking number is invalid, otherwise there is a chance they may not twig that it's a fake and just accept it face value and find in the seller's favour.

    PS - just noticed SteveE2 has already suggested this course of action. Give Paypal a ring and don't leave this to chance.

  • Okay, update..

    Paypal sent me a message a few days ago saying that they were investigating this and I would hear back on the 11th October. Logged into today to find that the case has been closed and they are unable to give me a refund as the seller had no funds in their account.

    So is this it ?

    Is there anything else I can do. I was under the impression that Paypal would refund me and then chase her for the payment, but I was wrong.

    Anyone have any advice ?

    I would give PayPal a ring. But read this:

    To qualify for PayPal Buyer Protection:
    • Use PayPal to buy an eligible item on eBay.
    • Pay for the item with one payment. Items purchased with multiple payments aren't eligible.
    • Send your payment by clicking the Pay For It button on the eBay invoice or by clicking the Pay Now button on the eBay item page.
    • Let the seller know there's a problem with the transaction by opening a dispute in the Resolution Centre within 45 days of making your payment. Then, escalate the dispute to a claim within 20 days of the date you opened the dispute.
    • Keep your PayPal account in good standing.

    I think you're just unlucky - sorry, but I doubt there is anything you can do. I would suggest giving PayPal a ring, but otherwise - you've lost it.

    Also, I think it's the same policy as it is with eBay, maybe if you send it, you're not eligible, but if you pay an invoice you are. I am not 100% certain on that one though so don't take my word for it.

    It would seem harsh to be caught under the 2 payment rule and as above I would seriously be phoning PayPal to appeal this.

    What did the message say exactly and was this the only email? Did they say the case has been found in your favour or not?

    Pay the full amount of the eligible item in one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible;

    While I agree you have paid in two payments. I'm not convinced you have been caught by the two payment rule (unless your email says otherwise), one was a gift and not linked to the item in anyway.
