pineapple, you miss my point. A flash applies to everyone. In that example above, that meant the OP AND the parked car, which then roared out.
If the oncoming car had made eye contact with OP, and maybe made a subtle gesture if OP didn't understand he was being let through, then the parked car would not have received this signal.
It is of course YOUR responsibility for YOUR driving and you can't say you were directed to do it.
I don't understand how you make eye contact with a driver 30 metres away. I don't understand how you worked out that incoming vehicle signalled to the parked car to come through. Oncoming vehicle is my witness and he was !!!!ed off with the parked car as well. Because the parked car cut both of us off.
I think you may have been confused because I said the parked car ALLEGED that he was given way which was not true.0 -

Does it matter ? the parked car pulled out in to the traffic and hit a moving vehicle how can it not be the parked cars fault0 -

The OP stated that the owner of the stopped car was angry as the 'offending driver' had also cut them off.

londonTiger, yes, I'm agreeing with you - the parked car shouldn't have pulled out.
If you mentioned 30 metres I missed it, but I was giving general advice anyway.
My point is that you shouldn't flash in this situation, and what happened to you is a really good example of why - the oncoming car flashed INTENDING it for you, but of course everyone can see it, and the parked car took it as for them. That's why I said about just stopping and letting everyone work it out for themselves. Eye contact (when close enough) can be invaluable.0 -

yes a flash does apply to everyone but when it gets serious and goes to insurance and apportioning blame, the law says all it means is "I am here" and certainly doesn't mean "I'm giving way".
According to the law, the OP is in the right. It's up to the parked car to ensure the coast is clear before pulling out regardless of whoever or whatever tells them otherwise.

Was it dark? Possible technicality:You MUST NOT park on a road at night facing against the direction of the traffic flow unless in a recognised parking space.

Flashing certainly isn't recommended by the DVLA, and if you do that in your test that would be a mark against you or an instant fail.
Same goes for horning, I've had people horn at another road user or even using the horn to say hello to their friends. It annoys me every time because you have to slow down and put you on alert every time. When horning or flashing you have to consider the fact that all the other road users and pedestrians can see and hear that too, and they may be misguided by. There is no reason to flash someone to give way to them, uisusally the act of slowing down and/or stopping is usuaally enough to understand that they're giving way to you.0
