Hi there
My brother is trying to cancel with Virgin Media as he is not working and cannot afford the internet. They have called him today again and offered him 30mb for £17 per month, tells me there is no line rental on top. Is this good or is there something better?

Since he has a VM cable service, that's the only option available to him. Any ADSL broadband requires a BT based line to be installed and line rental paid.
It's expensive for bb only, but he doesn't have much room for negotiation unless he cancels and pay the ETC.No free lunch, and no free laptop
