It could be a misguided attempt to try to cover themselves, for things where the employee may find the car insurer reluctant to pay, and the car insurer knowing employers liability will cover it.
eg drunk driving, driving without a licence.
Normally a third party would be ensured a payout from the car insurer regardless, but as there is other insurance in place (employers liabilty) either the car insurer could refuse to pay, or could pay and pursue the employer for a refund later.0
