    I asked this a few weeks ago. Caused one person in particular to get their snickers in a twix.

    The basic thing being as padded john said, you couldn't see anything so nothing to check. The other issue is that as far as i'm aware the parkies are not allowed to touch the car (including lifting anything) apart from applying a ticket.

    They could, I guess simply slap a prospective ticket on there. The police might be a different issue, they could possibly come and lift the cover (make sure it isn't a bomb or something) but you'd probably need someone to report it if it was a quiet residential street.

    No real conclusion drawn. Of course, as soon as you used the car you'd be looking at ANPR capture anyway.

    Update: I just received the refund cheque from DVLA: not only they did refund the 10% extra surcharge for a 6 month disc but they also refunded me completely, including the first month! So, that's a 100% refund and I am a happy bunny....
