    Whatever you thought, given what you say you should get some legal advice, particularly if official coerced you into signing something you did not understand. I do not fully understand your medical condition, but your posting seems quite reasoned so something must have happened at the door to confuse you and if your condition makes you a vulnerable person then you may have a defence that could be argued. In fact as a public body the TVL investigator may have contravened the Disability Discrimination Act by harassing you into signing something (if this is what happened). I am no expert on this but any public body that fails to uphold the rights of a vulnerable person may be guilty of an offence. So you may be able to make a complaint against him.

    TV Licensing’s activities are carried out in accordance with specific policies and guidelines, which set out the criteria for prosecuting evaders. One of these criteria is that a person who is charged with a TV licensing offence must be an adult who resides at the address, or is the landlord or person responsible for licensing a television receiver at the premises. For example, a genuine visitor or babysitter at the premises will not be prosecuted.

    If the OP has evidence he resided elsewhere at the time maybe this is helpful.

    Just call their Prosecutions Department on 03007906034 and offer to pay for the license in full or by direct debit if they agree to withdraw the case against you. If you don't watch TV at your address, just cancel the license and get a refund, after making sure that 6 months have passed since the date you signed the form which they are using as evidence against you now. They cannot use the same form as evidence to bring another case against you if it's more than 6 months old.

    Certainly cheaper than engaging a solicitor to fight your case!
