Trivial question about Lloyds TSB online for those who have it

When I log in online, my main account has three options next to it, all in green.
Make a payment
Make a transfer
Account upgrade
These are all in green, once I click onto my account to see the transactions it changes to
Upgrade Account
And it changed to blue.
Does this happen to everyone?
Also once I click it I get this message at the top.
We are currently unable to upgrade accounts online. You can apply by phone on 08453 00 01 16. Lines are open Monday to Friday, 8:00am - 10:00pm; Saturday and Sunday, 8:00am - 6:00pm.
Just a couple of trivial Q's.

What happens if you click the link on the right to apply for a second current account? If it says that they cannot offer you a secondary current account then it means you have the dreaded CPD99 marker on your account and that Lloyds will not even consider you for any further lending.

The first screen with all the balances show "Upgrade Account" in green. On clicking through it shows up as a Blue button.
On some occasions though the buttons are in blue on the main balance screen.
If I click the blue button I'm taken to a screen where I can upgrade to Silver. I can also at the bottom of the page see a button that says "Compare with all accounts" Clicking on this all the AVA's are available to click on to "Upgrade Now".
I have 3 vantage accounts already so not tried applying for another one. The main screen on mine does not show a "My Offers" section but apparently this shows up on some accounts.
I just recently tried to increase my OD online, and it went through no problems this time round and was available immediately. Last time I did this it referred and was accepted. I just wanted to see what would happen this time, not that I actually need a increase :-)0 -

It's unique to Lloyds TSB you don't want one, it's short for Credit Policy Decline. You can't tell from Internet Banking whether you have a marker. Best to call numbers given and see what they say instead of second guessing them.0

Its not really that hard to workout if you've got a CPD marker from lloyds online banking.
It's wether you've got it on all credit facilities is the question as you can have a CPD marker on a loan but not on a OD etc.0 -
I have just rung up, I have a CPD on credit cards, but not on accounts. He said account upgrade was just unavailable, not blocked.
Very confused as to why I would have a CPD on credit cards with them, anyone have any ideas? I did go through a stage in Janruary of applying for about 15 credit cards (all rejected) because I didnt know how the system worked, thats all I could think off- excess searches in the CC department to CPD them.
But whilst I was on the phone to them I extended my overdraft from £800 to £1400 :S (I'm not in it BTW)SwagBucks Challenge: 402/849

Did you ask about loans wether or not your CPD on them aswell.
The reason I ask because I thought I was CPD for loans when they quoted me 21.9% apr when I first got the account on their loan quote but I am now 15.9% and they told me a 24.9% apr on their loan quote means your CPD on loans.
Ps how long you been with as I opened my account in may and been offered their card so it might just be they need a bit more account conduct off you.0 -
Nope he said I could extend the loan, been with them just under a year now.
He said it might be due to having credit with them in the loan, that I cannot open a credit card as it would be another form of credit which I am not entitled to as I may be at my max.SwagBucks Challenge: 402/849
