I had my bill produced today, I was on the understanding that there should have been a 10% reduction due to the outage earlier in the year, this was not applied to this bill, I called O2CS to ask if this bill is August or September (my recently produced bill) the chap advised that the discount should have been applied for the recent bill and has had to manually apply the discount (which will now appear in October) it's only a ouple of quid in my case, but then that could be the £2 I use to buy the euro lotto rollover winning ticket.
Check you September bills ;)

As far as I'm aware not all O2 customers are getting the discount. O2 said only those directly affected by the outage would get it.

Perhaps their computer system decided you weren't one of those. But the O2 CS rep you spoke to applied the discount to your account anyway.

Did you receive a text message from O2 informing you that you'd get the 10% discount?

Yes I did recieve the text, TBH I didn't realise it was off until I was travelling to work the next morning and then the signal vanished, but by the afternoon it was back on.
