Buyer won't collect

We sold an item over 2 weeks ago on a buy it now.
The seller has arranged 2 collections so far, and has failed to turn up both times.
I said if they agreed we could do a mutual cancelation, but they said they still want the item.
As the item is a dining table and chairs, they are really in the way.
What can we do?

Why don t you tell them if its not collected within 7 days then you will refund and relist?
Then give him negative feedback, unless they have a genuine reason for not collecting ie health etc0 -

Agree with the idea to give them a time period in which they can collect or you will relist..
Though as a seller you cannot neg your buyer...
Op you havent said if the item is cash on collection or has been paid via pp0 -

Give them an ultimatum - collect by X date or we open a non-payment dispute (if they haven't paid) or, either take a full refund now, and cancel or we can charge X for storage and will deduct it from any refund (allowed as long as you make it clear how much you charge over time).
2 weeks and 2 failed collections would have me reaching for the NPB dispute (though I may not be selling these on eBay at all tbh).

They initially paid by paypal, but asked for a refund so that they could pay cash.

Then there is nothing you can do at all now as you have received payment and refused it. You cannot do an NPB so all you can really try is a mutual if they won't collect and hope they agree.
If it wasn't too expensive it might be worth trying that if you still have the facility (I'm not sure if refunding the paypal payment means a mutual can't be done) , then if they refuse you can resell. A mutual can be done in the event of a refund, yes.
You're in a bad position - did you yourself refuse payment by Paypal or did they ask for it back so they could pay cash?
I don't blame you for refunding if asked to do so, but in future if you sell collection items on eBay Paypal is an occupational hazard - you have to accept it, otherwise if you refuse it there is nothing much you can do to hold the buyer to collection properly or reclaim your fees. If you refunded unilaterally then you've put yourself in this situation - they may not feel confident enough to continue with the sale, depending on how you approached them when you refunded.
Either way if they have paid and you have refunded there is a difficulty even with holding them to a storage charge. I think you just need to cut your losses and relist somewhere that is more appropriate for collection items - unlike for postal items, there's no shortage of places other than eBay to list it, where you only have to pay to list the item or not at all in some cases.

Why did they ask for a refund, and have you got that by email in ebay messages? Also did you at any time suggest that you wanted them to have a refund and pay cash instead?
