Don't know about Affordablemobiles, but mobiles.co.uk phones normally are unlocked unless they specifically say otherwise (usually for some '3' phones).
Only the supplier will tell you for sure. Nobody here will.0 -

Generally speaking phones from 3rd partys are generic stock and should be unlocked. That way if you buy a ABC Model XYZ they send any phone anhd the appropriate sim card and it worls.
However if anything is network exclusive (say a certain model or colour) then all stock will have come by the network and probably be locked.
It's also possible the network had an offer on and the 3rd party bought from them to get a deal, and these may be locked.
Iphones are I think supplied unlocked and then locked in the activation process on Apples Database rather than on the phone before you get it.
Long and short is as Grumbler says there is no guarantee at all.0 -

don't know if this helps but my son in law just got a contract with mobiles.co.uk and the Samsung mobile he got was unlocked..he got one of them packages all good so far.Nobody is Perfect. I am Nobody, therefore I am Perfect.0

Had a few phones from mobiles.co.uk and they have always came unlocked.0
