The burning smell is quite normal. It's not something you'll likely take into consideration when you purchase the item, but in retrospect you'll realise it makes complete sense.
As for not removing hair, well that depends on how it's marketed. For the sake of simplicity, let's say it specifically claims to remove all of the hair where it is intended to be used. If this is not the case and it doesn't remove all hair, then you have some merit to your reason for a refund. However, it's much more likely that somewhere in the instructions it will have some fine print that lets them have some sort of clause.0
