And the police will do what?

You can believe that all you want, but I've already posted text and a link to the law which states that your address must be provided.

What if there is no insurance policy or the insurers have cancelled it?

You can't issue court papers to a name and telephone number:)

170 Duty of driver to stop, report accident and give information or documents.
    (1) [definition of "accident"]
(2)The driver of the mechanically propelled vehicle must stop and, if required to do so by any person having reasonable grounds for so requiring, give his name and address and also the name and address of the owner and the identification marks of the vehicle.
(3)If for any reason the driver of the mechanically propelled vehicle does not give his name and address under subsection (2) above, he must report the accident.
(4)A person who fails to comply with subsection (2) or (3) above is guilty of an offence.

So after an accident and because I might not like the look of you or your aggressive I don't want you to know where I live so I give you all the details except my address and soon after I contact the police and explain why I do not want you to have my address .Section 3 .

Nope. Section 3 doesn't give you an exemption to section 2 - it's an additional requirement. You commit an offence as soon as someone with reasonable grounds for requiring your name and address (ie the driver of the other car) asks for them and you don't give them. You then commit a second offence if you then fail to report the accident.

Possibly if the other driver was genuinely aggressive or threatening a common sense approach would be taken and you wouldn't be charged or convicted for not giving him your address, but the mere fact that you didn't like the look of him would be unlikely to be enough.

Section 3 is important if there's nobody to give your name and address to - for example if you hit a parked car and can't find the owner. In that case you're not obliged to wait indefinitely on the off chance that the owner will turn up to take your name and address, but you must report the accident. (Contrary to popular belief, leaving a scrap of paper under the windscreen wiper and hoping it doesn't blow away isn't enough).

NO ...If for ANY reason .its there in black and white .If for any reason .
I say if someone was in an accident they are within there rights to not give there address so long as they afterwards report to the police about the incident .

Why wouldn't they give their address in those circumstances?

i wanted to find out if it was a legal requirement for someone to give there address out after a RTA due to the fact that a friend of mine has been a victim of scum who took it upon themselves to make his life a misery after an accident .
I believe now that giving Name ,Registration number ,Insurance details and contact number is sufficient. This would then be followed up with a visit to the police to explain the situation and why you do not wish your address to be given out .
Of course this would only apply if you thought the other party were "dodgy"
