    They can't if they are a parking company - the only route for PPCs is via the BPA (or any other ATA that gets set up and I can see that happening). It's been confirmed before in emails from the DVLA that PPCs only have one way to get data and that's by being in an ATA.

    However, the landowner or occupier could apply with a V888.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
