            As far as im aware the new appeals system is for BPA members, and by being on the BPA AOS they get access to the DVLA data base automaticaly.
 So if a PPC went down the charge notice in a convincing envelope stuck to a car route, with all the details inside and working on the asumption that most people pay up, whats the point of the BPA AOS scheme, plus if they realy realyl want to then they can apply for a V888 form the old way to get driver details.
 They can't if they are a parking company - the only route for PPCs is via the BPA (or any other ATA that gets set up and I can see that happening). It's been confirmed before in emails from the DVLA that PPCs only have one way to get data and that's by being in an ATA.
 However, the landowner or occupier could apply with a V888.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
