A card which you have to credit with money before you can use it?

I have been asked to find out about a card which is neither a debit or credit card but you credit the card with your own money and then you can only use the money which is on the card. I have looked on here and I cannot find the details of it except one card which sounds similar except it is to rebuild your credit rating and costs £4.95 a month.
The person wants the card because their OH has yet again ran up a bill of almost a £1,000 on a credit card by shopping online. She has done about four BTs in order to clear his card and he still is spending as if it is his money but she is the one left to deal with all the bills! :mad:
Can anyone tell me what the card is called and how do you get it?

FairFx Anywhere is not listed, nor Caxton Fx Global, nor Kalixa Card...
Cash Passport Globe is not even mentioned for overseas usage.
It is perhaps fair to suggest that the prepaid card article above is a load of rubbish.0 -
Orange have one but not looked in costs.

Is the "Lebara Money" card best for shopping online because the person this is for uses PayPal a lot although some times they do enter their card details online too? Can this card be added to their PayPal account? If not, what card is suitable for their usage?0

Yes, any card that is Visa or MasterCard should work fine with PayPal which as far as I know is all of them unless it's only going to let you withdraw cash from ATM's. The cards will also work fine online too, I do suggest a basic bank account instead, but if you must there are a few prepaid cards to compare.
