How many people are sharing the entire property (inc flat)?
How many storeys does the property have (inc basement)?
It could well be that the property is legally classed as a House in Multiple Occupation (HMO) and probably needs planning permission for change of use to Sui Generis cat.
Also - and this is VERY important - if it is a HMO, then it probably needs to be Licenced with the Local Authority.
If it isn't licenced, all tenants within the property are permitted to re-claim ALL of the rent they have paid to the landlord (cant remember the time period but at least 1 years worth). The LL can also get a VERY large fine too.
Do a Google for HMO Licence and have a read.0
