I was informed by my local JC that they no longer pay for CRB checks no matter what or who for, they said they used to but the system was being abused.0

Yes, once you have obtained your personal licence it is valid for 10 years (unless it is forfeited by the courts because you have been convicted of a relevant offence or you surrender the licence). A personal licence stays with you when you move from job to job in England and Wales (a different licence is required in Scotland because they have their own alcohol laws).
It sounds like OP has passed the required qualification with their current/previous employer but has not yet obtained the licence. Yes, a Subject Access Request can be used to get a PNC printout about yourself (you'll obviously need to prove you are you because of the sensitive nature of the information contained on PNC they have to be extremely careful about who has access to the information).
The Police National Computer is not a record of convictions. It is a fairly comprehensive record of all police contacts with individuals so it shows up arrests, cautions, convictions, traffic offences and will also show up instances where you have been a victim of or reported a crime. Where someone was arrested for an offence but didn't go on to be charged it says that. It will also show up if you were charged but later acquitted at court. I don't understand why you think this isn't 'fair', it is simply a record of facts.Common sense?...There's nothing common about sense!0 -

So, a £10 Subject Access Request to your local Police Station just gets you a printout?
Why would an arrest show up if you were never charged afterwards? Seems highly unfair to me..0
