Try ICQ, it's a free instant messaging service. Your overseas friends will need to register their own ICQ accounts too,then you can add them to your buddy list with contact details(ie:mobile numbers), then whenever you want to send them a text...just login to your ICQ account..type an instant message and select "send as sms" and they'll receive it on their phones without them needing to be logged into ICQ.0

But i am looking for a website that allows you to txt somone without them having to be a memeber or join up as well as i dont have any contact info on them apart from there mobile number if they still have it and wanted to drop a quick txt to see how they where.

You could use the O2 website. I have used this to send text messages in this country and other for free. You are limited to the number of texts you can send a month though and you have to register. You can also try CBFSMS which is also free and you dont need to register for this one.
