There are other roles this could no doubt be applied to. Fire and rescue services, police, ambulance people. Perhaps they could take their vehicle home with them and just sit waiting by the phone, only being paid when called. Of course they will have to get back from walking the dog before they can pop out.

Another group could perhaps be MPs and Cabinet Ministers, just call them up before a meeting or press conference.

    Forces staff even.

MPs and Cabinet Ministers don't count as they have fixed term contracts and get a fixed salary while they are in those jobs. Even if they don't turn up they get paid.

The others may count if they are reservists or part-timers if the definition is wide enough but they are allowed other jobs, so don't fit into fit into the proper definition. Some are even allowed to do these other jobs while waiting to be called out to rescue people.

If you work at a large well-known department store on a zero hour contract or some well-known fast food restaurants you aren't allowed to work at other places. After all your knowledge of things like all retailers tend to use the same suppliers, the stock room is a mess and your burger tossing skills are confidential information......

One of neighbours is a retained fireman (we're rural with a very small firestation on the edge of the village), he has to live and/or work within 5 minutes of the station - he does both. He gets paid an annual retainer, gets paid for all training and gets paid for all call outs.

It's a little different to a typical zero hours contract as he gets paid an annual retainer. He is still training and gets around £2.5k retainer (which will increase to just over £4k + he gets paid around £9ph if he is called out + he gets a disturbance allowance if he is called out. And he gets paid to train and he gets paid to help maintain the equipment.

    You mean like this?

The Territorial Army is set to double in size while the number of regular British troops is cut as part of the government's radical overhaul of the armed forces.

What happens if there is a fire when he is doing his proper job?

Then he has to leave his proper job to attend the fire or whatever the emergency is.

It's the same with lots of the rescue services i.e. lifeboat, mountain and cave that use part-timers and volunteers.

The likes of the companies that use the proper 0 hours contracts don't allow their workers to do these things as they are doing other "employment" even if it's unpaid and voluntary.

IDS (I always want to write IBS) stated on Newsnight that the benefits system will change to be more responsive when questioned about it.

According to him being more responsive is having to wait 2 months to get the money to pay your bills and eat.
