So based on that, a disabled person applying for a car that is solely in their own name to drive, is not going to end up with a tracker.
In any case if the disabled person is the one actually driving, nobody is ever going to question the use of that car, not even the most judgemental poster on this forum.0 -

Unless the act of driving raises questions about the DLA, of course.
For example, if DLA was gotten for the high risk of unpredictable epileptic attacks without warning.0 -
Would Motability even insure a car in the name of the disabled person if the disability was epilepsy? You'd expect that would fail even the most basic of due diligence checks.0

It's part of the Jan 2012 anti-fraud measures and does not apply to most [95%] and should not concern anyone other than that tiny 5% who are pre-identified as appropriate.
Statement of Responsibilities
Being the person referred to above, I understand and confirm that I will abide by the following rules:
• The car will only be used for the benefit of the disabled customer
• The car should be kept at the address provided to the dealer when the order is placed
• I will only drive the car if I am listed as a permitted driver on the Certificate of Motor Insurance
• I will notify Motability Operations or any of their relevant partners of any change in circumstances that may affect the above.
Data protection
I authorise Motability Operations to ask DVLA for my driver record information as and when they require, at a frequency they
shall determine. I authorise and direct DVLA to disclose to Motability Operations, all relevant information relating to my driver
record from the computerised register of drivers maintained by DVLA. This includes personal details, driving entitlements,
endorsement details, disqualifications, convictions and photo images. Medical information is not to be provided.
This authority will expire when I cease to drive in connection with the Motability Scheme and in any case three years from
the date of my signature.Disclaimer : Everything I write on this forum is my opinion. That might be an academic question, my understanding is that :
- the DVLA will refuse to issue a licence to anyone who has had a daytime fit in the past 52 weeks
- its a condition of your licence that by law it is your duty to tell the DVLA about any medical condition which may affect your ability to drive, including epilepsy
- and by law its your responsibility to tell the DVLA and return your licence to them and complete a ‘Declaration of Surrender for Medical Reasons' form
- at that point as a non licence holder you would be uninsured to drive yourself and your Motability insurance would be invalidatedDisclaimer : Everything I write on this forum is my opinion.
