manager taking off hours worked from timesheet

My daughter works for a popular pizza restaurant and is having problems with her pay.
This is not a franchise and has a standardised wage structure in place. She was a trainee chef earning around £6+ per hour and was due to be raised upto a pizza chef. Her manager said this would be an extra 50p or so per hour. However, when my daughter got her payslip she was earning £7.44 per hour. She was obviiously delighted and found out this was the wage that all the other chefs were on.
This was back in April this year and after a few months started to think that all her working hours were not being paid. So she began to keep a record of her rota and then tried to balance this back to her payslip. This was a couple of months ago and found she was 20 hours short.
She brought this up with the restaurant manager who found that she had indeed missed a shift of 8 hours but then informed my daughter that the other 12 hours were the 3 each week she takes off to reduce her hourly wage!
My daughter protested to the manager that she should be on the same wage as the other chefs and the manager said that she would speak to the senior chef and chnage it so she got the full wage.
I found out how they record the hours and told my daughter to photograph the rota each week and also the sheet they fill in at the end of each shift which is signed off by the manager on duty. Yesterday my daughter got her latest wage slip, she was short hours yet again. She went to work and found the daily hours sheets and her manager had altered one day where she had worked a double shift and instead of finishing at 11pm, the manager had changed it to 3pm and counter signed the form.
Not only this but had then added the 8 hours to another member of staff. The 'so called' senior chef is not officially a senior chef and is on the same hourly rate £7.44. The manager again had changed the records to show this guy had work an extra 8 hours.
So it works out on a 40 hour week my daughter would be on approx £6.88/hour and the senior chef elect £8.00/hour. Yet officially they should both be on £7.44
This seem highly irregular practice to me and I doubt the area manager would be very happy as the previous manager had been sacked for false accounting and this new manager was meant to be doing everything 'by the book' to get the restaurant back on track.
Is this just irregular, is it just immoral or as a wage slip is an official document, is this illegal?
Any help would be much appreciated.

It could potentially mount to fraud, but one that's going to have to be sorted civilly.
It's a difficult position to be in, however it may be worth having a word with the franchisee and if it doesn't sort itself out, the franchisor.

You must have missed this "This is not a franchise"
OP I would report this straight away, that manager needs sacking.
I wouldn't be surprised if your local paper wants to report this as fast food chains in the past have been known to use young people this way and when it came out they soon back pedaled.
Hope you sort this out soon and claim all the back pay owing.0 -

Worked in a chain bar many years ago, the managers did this to the staff, a few hours off each member.
They were on a bonus that included targets for the wages being under certain levels hence why they did it0 -

I'm actually guessing this was a genuine mistake and the manager was just badly informed as to who worked the shift between 3 and 11.
Timesheets filled in by employees are notorious to check,especially when you aren;t on duty yourself to check who worked etc, fraud works both ways.0 -
Check the sheets and notify any errors and keep doing it.
Keep track of the errors and record then in detail get other employees to do the same
Untill the errors are not fixed and pay adjusted in the next pay run there is not a lot you can do, mistakes and errors do happen the only thing you can do is raise the issue as an ongoing problem and the process needs improving.
One process suggestion is that no ones time sheet should be modified unless consulted.
Another option is to change the timeshhet cycle to payroll cycle so thee is time to make sure they are correct before submission.
This might make overtime payments overrun into the next month.
A bit of an issue if they opperate low contractual hours but normal hours are mostly overtime(to cheat on holidays).0 -

the rota quite clearly had the start and finish times which tallied with the timesheet, hence the photographs to prove. The manager altered the finish time and added the 8 hours on another day. This would have left no one in the kitchen between 3pm and 5pm, which is clearly wrong when the restaurant is open all day.0 -
I've never heard anything like this before, taking hours of one person to give to another :eek:
And for those that think it's a "mistake" the manage told the employee she would be getting £6.50ph which turned out to be correct only after he went and took some hours off her :eek:0 -

She is going to email the area manger today with the proof that her wages are being tampered with.
Funny that you mention the local paper, the cafe/bar next door to the restaurant has sacked all their waiting staff after they had voided off food from customers bills and pocketed the cash. I also believe this is a criminal investigation so will likely hit the local papers.
