That's for totting up (three years) and being on the license (four years), unfortunately the points have to be declared for five years to insurers which it seems is where it's going to be a problem for the OP.

I understand these fines are based on a weekly take home pay? So if my weekly take home pay if £523, and my fine is £400, this is 76%, so would this be grounds to appeal?
The fines are detailed on page 148 of the PDF, 158 of the actual document. 100% is the starting point but 75-125% is the range, I would have thought at 42 you'd be at the lower end than the higher but the fine is still within the guideline range.
