Hello, does your mum have any military connections at all (or your dad)? You can try approaching a local branch of SSAFA Forces Help who can signpost for grants including for cooker purchase, provided she is eligible.

She (or you - you have an internet connection) just need to use one of the freecycle/freegle to keep her cooking.
No need to get benefits (ie the government) involved!

How about doing a quick google check out if your area does any furniture reclaim stores, these are for those on benefits that cant afford new furniture, everything is in GWO for £60 someone I know got a 3 piece suite including delivery up 3 flights of stairs, also worth contacting local salvation army they also have stock of used furniture/goods at reasonable prices. It maybe worth while as others have said to use Freecycle or place wanted card in shop window, If lucky you might just get a cooker for free.0
