I'm surprised the council are willing to inspect it after all that time. The extension on our house (by previous owners) had no completion cert. when we bought it ... the council had no interest and stated that as it was more than 12 months old they would only intervene if it was unsafe.0

What if, for arguments sake, I pay for a retrospective inspection but they find a compliance issue? Should I have to pay for that as well?
Morally no, but I'd hazard a guess that your builder will argue that, as ten years have passed, you have no proof whatsoever that no one else hasn't come in and done more work in the meantime.What matters most is how well you walk through the fire0 -

They have told us we would only have to remove it if it was unsafe as it has been there more than 12 months but that they will come and inspect it.
The council have just agreed to pull all their archived paper files from that year to see if it's there and just hasn't been computerised by mistake so I suppose that's something.0 -
The council won't have 'lost the file' - the builder never applied for a Building Regs approval nor a completion certificate I'm sure - they'd have found it relative to the address - application number isn't important. Pay the £400 and progress your sale.
Seperate issue - you can choose to pursue the builder or otherwise.May 2018 - £159k + £3.5K CC - let the countdown begin!

Unfortunately I think you'll have to put this down to experience and just pay the money so you can progress your sale quickly. This seems to happen quite frequently unfortunately

The council have pulled all the paper files for the month ours was completed and there is absolutely no record of any inspection, notices, nothing so it's not just a file that's been missed off the computer!!

Just a thought.
When you received the quote for the conversion was the amount for applying for a Building Notice specified? (ie itemised)
We had to pay several hundred pounds for the Building Notice so the amount should have been itemised. (We applied for it ourselves)
Also, our builder did not arrange the final inspection so we had to phone and arrange this ourselves. The building certificate then followed. We did not have to pay for it.
I know councils vary as to whether they issue a certificate when you have applied for a Building Notice.
What did the council look for - a Building Notice or the certificate?0 -
I phoned my local council only last week as I was thinking of having my garage converted.(after being quoted 7k I have second thoughts now, but thats another story)
The council planning department told me I dont need any permission to convert the garage and that I could just go ahead with it and its nothing to do with them.
So maybe there is no paperwork as none was needed?0 -

Hi there
We didn't need planning permission but we did need to give building notice (at least 2 days before building work started if I remember rightly) and to have to work inspected and get a certificate basically to say it is up to standard.
Wow £7k mine was £3k but I guess that's 10 years of inflation for you
