Good heating engineer recommendations please

Can anyone recommend a really really good oil central heating engineer company please. Over the last 11+ years in this house I've tried everyone from the little man up the road recommended by everyone, to larger local companies which charge more.
I've had the boiler serviced every year but now it just feels like throwing good money after bad and the problem is never solved. In winter when the temperature goes much below zero the heating shuts off - sometimes it will restart with the red button and stay on for a while, other times it just won't restart. Now in the summer when the temperature is staying above freezing point - well, just!!- I still can't keep the system going. Without it I have a small immersion heater which just heats enough water for a bit of washing up, never a bath full and thank goodness I have an electric shower - so in summer it's bearable, in winter not.
Not one of the companies I've had every year has got to the bottom of the problem, I've had the timer changed, all sorts of internal bits in the boiler replaced, followed up their recommendations for how to make it work (including putting an upturned milkbottle on top of the gauge thingie on the water tank) - nothing has made it work. I'm just at my wit's end now and dread another winter.
My landlord's solution is to build up the open fire and sit in front of that, he's elderly and suppose that might be how he spends his days, but I work from home and want to use the rest of the house without freezing - and a cold bathroom and icy loo seat is not fun!!
I must be briefing the heating guys who have visited in the wrong way perhaps, but as well as asking them to service the boiler and describing the other problem I don't know what else to say to them. I want to get the landlord to sort it now, as I've spent enough money on this house, but I know he will only pass it over to me to organise.
Can anyone recommend perhaps a nation-wide professional company I could try? Or any other advice?

Not sure on the type of boiler, it's behind a unit so a nightmare to get at. Will investigate!!
