Go Bichon!
Mine is 8 years old now and still fab - very clever, energetic, eats anything (not always a good thing!), loves walks and was house trained in a couple of days. He such a character and thinks he's a bigger dog that he is - he was actually trying to make eyes at a Great Dane in the park this morning - he couldn't even reach standing on his back legs!
With regards to bending, mine has been trained to stand on his back legs to put his lead on - they love doing tricks and playing and are brilliant with kids.
The comment about them getting dirty underneath is right - they are quite low to the ground and kick up dirt up onto themselves as they walk but it brushes off when dry. Mine is clipped about every 10 weeks (maybe a bit longer in the winter) and it costs about £25.
I'd recommend a bichon to anyone.

Bichons rock!
I have had mine for just over 4 years, never had a dog before, had never been particularly fond of dogs either - can't imagine life without her now! House trained very easily, can be quite stubborn but generally does as she is told, incredibly loving, she is very spoilt by us but it hasn't made her naughty! Grooming is fine, I usually snip at her with the scissors myself to keep her tidy every 8 weeks or so, any dust/dirt that collects generally brushes off, doesn't need loads of exercise, very intelligent little dogs!0
