    Ultimately, I believe that any LL who issues a precautionary S21 is a fool. Savvy tenants [I don't mean those who exploit the system, I just mean decent tenants with their heads screwed on] will tend to avoid tenancies where they know this will happen. So effectively, the LL's are selecting for less good tenants.

    And knowing what I know now, if I were still a tenant and I was issued a precautionary S21 I would move. Opinion here is sometimes expressed that a LL cannot revoke a S21. So the tenant is always living at the expired end of 2 months notice. This is no way to live, it is damaging to the fabric of society by encouraging people to have transient existences.. Just the opposite of what a LL would hope for in a tenant.

    Well until recently I was a LL and I believe precautionary S21s are disgusting! It taints the relationship from the start and doesn't actually help the LL at all. You have up to 2 months before the end of the fixed term to issue a S21 if you aren't happy with the tenant without losing any time.

    Issuing one at the start if the tenancy is either to unfairly pressurise the tenant into signing a new fixed term or to do them out of their entitled 2 months notice. A S21 is issued to inform the tenant that the LL wishes to reclaim possession of the propert so it is nonsensical to issue one when you don't yet have this intention!
    Don't listen to me, I'm no expert!
