In this instance it's our old friend "Legal Parking Enforcers". The defendant went in mob-handed with free help from some legal colleagues and the PPC just dropped the case.

I wonder if they have permission from the copyright holder (presumably HM Courts Service) to use that picture on their website?
I also like their "offence codes". Clearly lifted from some council website. The clue lies in number 9 "No Parking on Yellow Lines Or Red Route".

As for the potential breach of copyright on their website this wouldn't be the first time. They used to have DVLA and ICO images too and had to remove them when the DVLA and ICO were tipped off.
As for the photo - is didn't take long to track it down. It is actually copyrighted by Teeside University. Click Here: http://www.tees.ac.uk/sections/business/gallery.cfm The image in question appears in the centre row of the gallery second from the bottom and has been cropped (presumably by LPE) to exclude the police officer in the witness box to the right hand side.
Teeside Uni's copyright statement says, amongst other things:
An email wings its way to Middlesbrough.The express permission of the University must be obtained to reproduce materials other than for the purposes permitted by law...
You cannot:- use these pages for any commercial purpose
- alter the material in any way
