You need to be able to demonstrate that you have taken things as far as you can with Nationwide before going to the Ombudsman.
Ideally, you need to get Nationwide to tell you what you should do if you have no new evidence to present them with but still disagree with their decision.
If they say "appeal", then you'll have to go through their internal appeals process.0
