its possible that the soil pipe is to blame, but more likely the cistern is at fault.
water level too low? faulty siphon? wc pan not level?
poor seals in a close coupled wc?
    Get some gorm.

Well thats a new 1 on me, never heard of or seen the bowl waterways scaled up........
My colleagues down south have told me this happens with their hard water. You and I don't get that problem round here.

Very difficult to correct, much easier to replace the pan.

I thought that was the usual answer, but like I said, we don't get that problem in this part of the world.

It could be the metal linkage with has streched therefore not pulling up the diaphram all the way, or a damaged Diaphram wich can be replaced by a good qualitiy carrier bag cut to size, mind however you need to isolate the water supply to the toliet.

maybe you should consider the type of bog ro... sorry toilet paper you use, i've heard lots of stories about modern 'comfortable' paper 1) not flushing, and 2) being more prone 2 blocking, especially nowadays with smaller cisterns and shabier plumbing.
i have the same trouble with toilet paper, (even just one sheet sometimes!!!). it just refuses to flush.
