out of intrest who regulates the BPA?
    Or, put another way:
    Quis custodiet ipsos custodes?

from what i can understand, the BPA is a trade association and not a regulatory body, they are there to represent the interests of their members and no more.
They may have some jumped up membership rules to try and give them an air of respectability, and in doing so they try and pass themeselves off as an authority to hoodwink people into paying up, or to appear respetable to real authorities ( such as the DVLA) with official sounding things such as an Aproved opperaters list.

The BPA is nothing more than a Thieves Guild, run by and solely for the benefit of crooked private parking companies. The councils who are members could do the country a great service by leaving and refusing to have anything to do with this bunch of (provably) lying crooks.

They probably lobby Parliament like any one of us can individually, or as can be done by groups and companies. There are even professional lobbyists in Parliament, sort of like marketing firms.

Simple. They set themselves up as the spokesman. Easy as.
My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com

Yep that's all it is. They also 'represent' Council Parking Depts as well which unfortunately muddies the waters enough for them to get away with it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
