Dad made a mistake on ebay

My dad (new to ebay) offered a seller a certain amount of money for an item as a buy it now because he hates bidding and couldn't afford the other 'buy it nows' that were up. He assumed that the seller would just put the buy it now on the listing. The seller accepted but said it had to be directly through paypal. So he walked my dad through how to send the payment and now it seems that the item is still on ebay and the seller has stopped communicating with my dad about shipping it or anything else after he's got his payment. He's just sent him an email confirming that he's received payment.
What can my dad do if the seller never sends the item?
I realise he shouldn't have done the transaction outside of ebay but he honestly didn't know that was wrong because the seller assured him that it's not a big deal and they're both protected.
Any help would be much appreciated.

you can just dispute the transaction as normal, unless you made a gift payment0

Just to add, the payment went straight through my dad's bank and that he checked out as 'goods' on paypal but wrote a little note saying that it was for the particular item.0

He has as much protection then as though he bought it on ebay.
He can open a dialogue in paypal and ask where his item is and if seller still makes no response, and assuming item is well overdue he can raise that to a full INR chargeback. Thanks Soolin, does that mean that if my dad receives the item as significantly not as described, he's still able to file a dispute? Or is it only for item not received? I'm worried that making the seller mad will make him send an empty box or something so telling my dad to be polite.0

On or off paypal the protection is the same both for INR and SNAD. My dad's just told me that he got an email this morning from the seller which said that the seller has posted the item to him this morning. Strange that the item is still on ebay though. Not sure what to make of that.0
