Is this a Private Parking Company. Parking Solutions 24

I wonder if anybody can help with this.
Is this a Private Parking Company. My friend has recently had one of these and doesn't know weather to pay or not. He found it on his car after 10 mins.
It was from Parking Solutions 24. It says at the top:
THIS DOCUMENT IS A PARKING CHARGE NOTICE
Parking Charge £60
and at the bottom it goes on to say:
Failure to pay the above parking charge within 14 days from the date of issue will result in your vehicle licensing details being obtained from the DVLA and the charge becomes £85 + costs. This will be forwarded to our Civil Enforcement Agency for collection. In the event of non payment the charge will increase to £135 + costs. Images and videos may have been taken and may be used for evidence for any legal proceedings.
He is an OAP and £60.00 is just too much for him to pay.

Parking Solutions 24 Ltd are relative newcomers on the PPC scene and have their registered office in Ashton-Under-Lyne, Staffs although it would seem that the company is actually based in Denton, Manchester. Having only been incorporated in November 2011 the company are already members of the BPA Approved Operator Scheme. The company also offer a property management service and a virtual office service.
Interestingly the company do not appear to charge VAT on their invoices! My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -

Show him these links, sit him down and show him.
Tick off the threatening letters Here.
Watchdog clip with expert Solicitor's opinion here.
Barrister's opinion here.
Please follow and read those links, now, so he knows what it's all about and he can just play a nice game of snap with the template threatogram letters.
Nothing else will happen, it really is just like a series of phishing emails.

HO87: I'm always impressed by your postings but I believe this one isn't quite correct.
Ashton under Lyne is in Tameside, Greater Manchester.(very close to Denton.)
Newcastle under Lyme is in Staffordshire.
Even though the Oldham-based postcode was staring me in the face I still succeeded in typing Staffs. The fact remains that the registered office is in Ashton-under-Lyne whilst I have good reason to believe that the company actually operates out of an entirely separate address which is, as you suggest, just down the road in Denton. My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Is it a coincidence that Debt Recovery Plus (aka Parking Collection Services) also operate from Ashton-u-Lyne?0
