No i appreciate the honesty. My wife has suffered from blood-clotting, so she had to inject herself with a blood thinner during the whoile pregnancy. The blood thinner meant that any potential blood loss meant a lot of blood loss. She lost 3 pints of blood actually.
I know a taxi rank is the best place to stop, but she pulled over and called me to come and get her. I jumped into a cab and found her by the side of the road in tears. She was bleeding and she was right to stop. My questions pertains to - will the Council bare this in mind, or will it be irelevant. If it is irelevant, can i use something a little more technical to pass this by.0 -
There is nothing to be lost by an informal appeal, maybe a note from your GP could be included, and maybe any supporting information as to why your wife stopped in the rank and not some other place (perhaps it was not safe to stop anywhere else?).
A council really ought to take circumstances such as you describe into account, but many don't.
Failing that, if you were to look for some kind of technicality then you would be best advied to post on PePiPoo (www.pepipoo.com) in the Council tickets section, you would need to post up both sides of the ticket, not just the front page.Je Suis Cecil.0 -
Pictures are not really decisive but did she have to park in the rank? I would assume that if they accept that your wife became ill they would then look if it was possible to stop not in the rank.
It would be worth an appeal stating what happened!0 -

Some council's do cancel for proven medical emergencies : Cambridge for example :
Investigating challenges
The parking enforcement services team investigate, consider and answer any challenges made about a PCN. They consider each challenge on its own merits and are able to exercise discretionary powers in certain circumstances.
They may cancel a PCN where they consider it was wrongly issued or where they are satisfied that an exempt activity was taking place but was not observed by the CEO.
They also exercise discretion and may cancel a PCN where there are acceptable mitigating circumstances such as a genuine medical emergency or an unforeseen and unavoidable vehicle breakdown.

Yes it is...as you can see, its taxi ransk all through the road, so in terms of alternative places to stop, there wasnt really. My wife parked just beyond the bus stop on the right hand side.
To respond to Muckybutt, the issuing authority is Buckinghamshire County Council, we were in contravention of code 45 "parked in a taxi rank".
We could definitely get a doctors note to prove the conditions my wife was in at the time, no problem, I guess my concern was weather the councisl would even care. We did explain to the traffic warden, but he was really rude and just said "its not my problem, I just have to issue the ticket because you cannot park here". He just kept referring back to sign that said "at any times".
Its also not a case of avoiding to pay because i want to avoid paying, its £35, thats the price of meal out, so I am genuinely not that bothered. Its the fact that my wife really did do the safest thing, especially with the baby with her.0 -

Now, to use this in the first letter, or keep it in reserve for if they try a PPC-style standard appeal refusal and need to be reminded of their own policy?
