Non driver car insurance, advice needed urgently

Tx, got a very good quote from them as long as my friend/neighbour is the registered keeper, which he agrees to, but what exactly is a 'registered keeper'

Whatever you do, hang onto your V5 registration certificate. It doesn't prove that your neighbour owns the car, but not everyone would know that. If he decided to sell it ...would this mean he is liable for tax, any penalty points incurred by anyone else driving the car...
It is then his responsibility to give information about who was driving at the time of the incident. And they then get a letter. Note that he doesn't pass the letter on to the miscreant, he passes information back to the organisation he got the letter from.
Actually, in light of the above, it would be a very good idea to keep a simple log book to record who drives when. Not remembering / not knowing who was driving when you pick up speed points isn't a great situation to be in!Signature removed for peace of mind0 -

- if a vehicle is not SORN'd / Taxed / Insured or in any way illegal the registered keeper not the owner could be charged with non-compliance.
The penalties for non compliance include:
a fixed penalty of £100
the vehicle being seized/clamped
court action leading to a fine of up to £1,000

Charged by whom? Sounds like a bit of copy/paste nonsense from the DVLA and the far-from-honest insurance industry's pretend 'police' the MIB.
As has been mentioned a local insurance broker could be perfect for this type of insurance.0 -

- if a MOTA driven has the above the driver and / or / the registered keeper is responsible
- if a MOTA not-driven and parked on a public highway has the above the the registered keeper is responsible
- not .. .. but the registered owner the registered keeper is reponsible
I assume you are not a driver / do not hold a driving license and do not own a vehicle, am I right ? If you are a licensed driver and own or at least are the registered keeper of a vehicle how the heck is it are you not aware of your responsibilities ?
My post was to warn frenetic who clearly needs to understand what he has done, and is about to do, that his helpful neighbour who is to become the registered keeper will become responsible for the vehicle if it runs out of test / tax / bad tyres / insurance / speeding etc and any other penalties as may be accrued etc.Disclaimer : Everything I write on this forum is my opinion. Your post was copy/paste nonsense and that very nonsense has been found to be unlawful in several English courts and some of the nonsense doesn't even apply outside of England either. It's a daft DVLA wishlist written by somone who thought up much of it without any regard to the law (civil/criminal) whatsoever.
And nobody has a driving license. It's a licence.
I note you failed to say who'd be doing the 'charging' of these offences. ASDA perhaps? Would the police be involved if you were not SORN'd and the car was on private property? Does one have to be SORN'd? No.

Why so aggressive?
The police / PCSOs do enforce DVLA offences (such as lack of tax, insurance, licensing irregularities) and will, where the Law allows, seize the vehicle and / or fine / prosecute as appropriate. How you can say that this is 'nonsense' is beyond me.
I think Richie was just trying to give the OP some perspective about the pitfalls of car ownership - it's not just about insurance...:hello:0 -

Thank you Tiddlywinks & Savvy_Sue, yes .. .. there are pitfalls that even most experienced drivers might miss the importance of. In the light however of the comments [listed below] made by the O/P, I was hoping to help with the understandings of the difference between owner / and registered keeper.
