    If you think the OP parked 'illegally' then you clearly don't know what you are talking about, so maybe you should refrain from posting on a subject you clearly know nothing about.

    He has mentioned some potential mitigating circumstances, read the post again. These need to be looked at before definitive advice is given. In the end the advice may well be 'pay it' but until we ascertain all the details our advice for them to post on PePiPoo is correct.

    Hundreds of places have had absent periods when there have been no parking service officers for one reason or another. Some years ago this was the case in North Wiltshire (before the districts were abolished to create Wiltshire Council). There was no "chaos", we simply parked without using P&D machines; some may have parked on double-yellows but there was a limit nevertheless. Once taxi drivers moaned about people parking in their allocated spots, the police got involved and moved the drivers on; just as they removed vehicles which were causing disruption. So chaos isn't a factor. Everybody knows rules are rules and they need to be observed but that doesn't mean a person who receives a penalty charge should just "shut up and pay it" without first making enquiries. And we are persons replying need to advise them. Sometimes it is indeed the best advice to encourage a person to pay, but when you do this - you need to state the grounds as to why the victim is unable to have the charge overturned, not just cite bureaucratic yardsticks.
