Refusing to reconnect heating and hot water

I recently purchased a property which has a communal boiler supplying heating and hot water to the individual flats. The supply to my flat had been switched off due to previous owners not paying the bill.

The company are now refusing to switch the supply back on due to the arrears. I am offering to pay for the reconnection and for all usage going forwards, but they are refusing, presumably in the hope I will give in and pay the arrears.

Can they do this? Presumably if I was old, ill or had a small child, they couldn't?

    May view would be no, but I guess you need to check the terms of your lease.
